Senior Research Associate, Health Economics and Policy

Health is one of the largest knowledge areas at The Conference Board of Canada. Our health portfolio is largely overseen by the Health Economic and Policy (HEP) Group, which delivers on research and knowledge mobilization activities. The research undertaken by HEP include custom research as well as research for the Canadian Alliance for Sustainable Health Care (CASHC).  The purpose of CASHC is to provide Canadian business leaders and policy makers with insightful, forward-looking, quantitative analysis of the sustainability of the Canadian health care system and all its facets. CASHC facilitates open dialogue regarding this research and its implications, with a view to improving the Canadian health system, as well as health care practices within firms and organizations.  CASHC contributes to building a common vision of sustainable health care among key stakeholders, and helps to identify policies, strategies, and practices that contribute to ongoing transformation of the health care system. CASHC’s current priorities include pharmaceutical policy, health human resource planning, and healthy active living.

We are seeking a Senior Research Associate to undertake policy and related analysis to help improve the Canadian health and the health-care system.  Reporting to the Director, Health Economics, this is a permanent full-time position is located in Ottawa and is available immediately.

The ideal candidate will understand the broad scope of health care system and policy issues in Canada, have a solid understanding of research methodologies, and strong analytical and communication skills.  Applied research and analysis experience and advanced written and oral communication skills is essential.  The ability to write clearly and concisely is paramount.

Principal Duties

  • Conduct research projects utilizing various quantitative and qualitative research methodologies and analysis with a focus on having impact on decision makers and stakeholders in the areas of health policy and sustainable health care.
  • Lead and provide guidance to research colleagues on related research projects in these areas.
  • Author reports and articles on complex issues.
  • Communicate effectively with team members, colleagues, research advisors and clients.
  • Deliver excellence in product and customer service.
  • Produce high quality work and consistently demonstrates professional values in all aspects of work and interactions with colleagues and customers.
  • Participate in internal and external meetings.
  • Work closely with the Director and other research staff to ensure timely delivery of products and services and to developed new research projects
  • Work closely with the Director to develop and implement a plan to market and grow the Boards' health policy research area.
  • Create and maintain relationships with academic, policy, and business communities.
  • Engage outside authors and provide feedback from conception to publication.
  • Provide hands-on research and report writing within a team environment, including writing op-eds.

Skills & Qualifications

  • A Master’s degree in epidemiology, health care policy or related discipline/field.
  • A minimum of 6 years of relevant health policy research/analysis and/or development.
  • Outstanding written communication skills including the ability to synthesize and customize complex research into meaningful reports.
  • Experience with health care policy, analysis and development.
  • Demonstrated success in dealing with complex research issues in a multi-stakeholder environment.
  • Well-developed analytical and problem-solving skills as well as a solid understanding of research methodology and policy options.
  • Strong technical skills in an MS Office environment.
  • Outstanding communication and interpersonal skills that will inspire confidence in external customers and internal stakeholders alike.
  • The ability to communicate research findings to audiences of senior executives and government officials.
  • Fluency in both official languages would be an asset.
  • Ability to travel in Canada.
