The Scientist is a key leadership role and reports directly to the Director, Evaluation and Analytics (Primary Health Care). This position provides an opportunity to engage in advancement of population health applied research. The scope of projects and activities includes, but is not limited to, building a population health needs framework in order to understand the health of the population at desired geographic levels with a particular focus on modifiable risk factors, multiple determinants of health, and health equity. All Non-Union/Exempt positions are being reviewed for possible inclusions in the AUPE General Support Services bargaining unit. The position is responsible for providing expertise, direction and leadership in the planning delivery, coordination of innovative applied research strategies, ensures the design and completion of the project, and provides methodological expertise. The Scientist also provides advice/support to the entire scientific team on appropriate biostatistical approaches, database/software requirements, data analysis and retrieval. The Scientist works closely with other Scientists and academics to ensure that the project merits scientific integrity. The individual will work to advance this complex provincial initiative through: Leading the development and implementation of a population health needs framework including measures and data sources; Strategizing on innovative approaches to develop robust and meaningful measures and a framework for population health from multiple data sources; Facilitating communications for the design of performance measures across all networks, and advancing innovative, collaborative and scientifically sound approaches for this work; Partnering with peers to establish, evaluate, and continually improve measurement methodologies, while adhering to nationally accepted analytic and reporting standards; and, Leading consultations with internal departments on interpretation of results based on a population health needs framework.
A PhD (or equivalent) in a health related field (e.g., epidemiology) with strong emphasis on methods expertise in population and public health, accomplished written and oral communication skills, and a demonstrated ability to build teams is required. Post-doctoral experience in a related subject field of study is favorable. A minimum five years of research related experience, including provincial work leading complex initiatives and/or projects in the area of population health or primary health care.All Non-Union/Exempt positions are being reviewed for possible inclusions in the AUPE General Support Services bargaining unit. Additional Required Qualifications:
Ideal candidates would possess strong expertise in community epidemiology and biostatistics, including hierarchical models, spatial models and study design. Strong knowledge and expertise of scientific concepts, principles and methods. High level of expertise in their discipline (e.g., epidemiology). Broad-based skills and knowledge of several quantitative research methodologies and corresponding bio statistical analyses. Advanced understanding/skills in bio statistical analyses and reporting tools. In-depth understanding of relational databases including complex health-related data such as social and population data. Proven ability to foster partnerships within an organization of significant size, complexity and diversity as well as with public health agencies, government, committees, and other partners to deliver customer-focused solutions. Leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others. A demonstrated pattern of professional and personal development with previous experience mentoring staff is helpful. Proven ability to foster partnerships within an organization of significant size, complexity and diversity as well as with public health agencies, government, committees, and other partners to deliver customer-focused solutions. Familiarity with types of information and data available locally and provincially through health care services, government ministries and national surveys. Previous leadership experience desired.
