Reporting to the Program Manager, Health Economics, the Health Economist is accountable for providing content-specific expertise to advance pan-Canadian cancer control initiatives and enhance health system sustainability. The Health Economist will collaborate with a variety of internal and external stakeholders to support strategic and operational plans and program development. This work will include evaluating the burden of cancer, assessing the economic and social return on investment of the Canadian Strategy for Cancer Control, providing health economic expertise to support Partnership initiatives, and modelling to assess the value of cancer control policy and practice changes and innovations. The Health Economist will also have opportunity to support the refresh of the Canadian Strategy for Cancer Control.

This position is part of the Strategy Division of the Canadian Partnership Against Cancer. The Strategy Division oversees and integrates Strategy, Evaluation, Health Economics, Knowledge Mobilization, Corporate Communications, and Public Outreach and Engagement functions to support and drive the Partnership’s overall effectiveness in achieving our key goals and outcomes. The responsibilities of this division also include advancing progress of the First Nations, Inuit and Métis strategy through active engagement and involvement with key partners and stakeholders.

Specific Accountabilities

Economic & Policy Analysis

  • Provide strategic and timely advice to the Program Manager, Health Economics, Executive Director, Strategy, and Expert Lead, Health Economics, and other Partnership program areas to support the planning and implementation of work related to health economics and other portfolio-specific initiatives, as requested
  • Collaborate with the Program Manager and Expert Lead to conduct economic evaluations of cancer control initiatives pertaining to health system sustainability and value-based care
  • Increase the uptake and use of OncoSim, a cancer-focused microsimulation model, to support evidence-informed policy and practice changes, through various knowledge mobilization activities (manuscript writing, presentation development, etc.)
  • Support the development of a sustainability framework to support value-for-money decision-making
  • Prepare and present complex analyses through presentations, technical reports, academic publications and web content

Collaborative Accountabilities

  • Support the cross-cutting functionality of embedding a health economic lens across the organization’s program areas, such as prevention, screening, and palliative care, to understand and apply health economics in their work
  • Drive innovation and culture change through collaborative behaviour
  • Be accountable for collaboration across Partnership divisions and portfolios and with external partners
  • Support division strategy and goals, allocate resources and deliver results on time and within budget
  • Support Program Manager/Director/VP/Expert Lead/Chair accountabilities, strategic priorities and core enabling functions

Relationship Management

Establish, develop and maintain strong relationships with international, national, regional, and provincial/territorial level external stakeholders (e.g. government ministries/departments and cancer agencies), as well as professional organizations, and non-governmental organizations

Develop and maintain strong internal relationships across all departments

Provide mentorship to junior team members

Work closely with the Manager, Knowledge Mobilization Strategy to identify project synergies and collaboration opportunities between the Digital Strategy and Knowledge Mobilization Strategy teams

Support of the development, execution and evaluation of effective KMb activities across the organization

- Participate on other program of work teams as the Digital Strategy representative

- Attend KMb Community of Practice meeting with other members of the Knowledge Mobilization Strategy team and KMb Leads

- Actively work with program areas to identify knowledge mobilization gaps and opportunities and assist teams with incorporating and applying knowledge mobilization approaches related to Digital Strategy into their work

Keep abreast of digital trends and best practices within the digital sector and share with KMb team and other colleagues; be a digital transformation champion and maintain relationships with other digital experts within the healthcare sector

Assist the VP Strategy and Director, KMb as required

Division of Time by Area of Accountability

  • Strong theoretical and applied health economics skills and experience; epidemiology skills are an asset
  • Strong knowledge of economic principles, health technology assessment (i.e. economic evaluation, budget impact analysis, return on investment), modelling and/or cancer system management
  • Excellent knowledge and demonstrated experience of health sector issues, system sustainability and/or challenges in cancer control
  • Strong internal and external relationship management skills, including ability to work with senior executives and academic experts in a professional manner, and to establish excellent working relationships with key internal and external stakeholders, vendors and colleagues
  • Ability to analyze emerging issues and develop strategic responses
  • Ability to provide high quality results in a timely manner for tight deadlines
  • Demonstrated strategic leadership skills, including ability to lead teams to deliver complex programs and solutions
  • A commitment to collaboration and shared accountability
  • Excellent written and verbal communications skills; knowledge of both official languages an asset
  • Self-motivation and initiative; attention to detail
  • Strong mentoring, facilitation, coaching and knowledge-sharing skills
  • Excellent written and technical skills (Microsoft Office products, software, and new technologies)
  • Master’s degree in Economics/Health Economics, Epidemiology, Health Services Research, or related discipline; PhD an asset
  • Minimum 5 years relevant experience working in health care or public policy environment, preferably with some experience in cancer control
  • Demonstrated ability in statistical analysis, critical appraisal and systematic literature review
  • Previous experience in using modelling software, such as Excel or TreeAge
  • Previous experience in health technology assessment, or related research
  • Demonstrated experience in planning, producing and disseminating knowledge-based products
  • Demonstrated experience developing and delivering presentations to varied stakeholder groups
  • Experience in building and maintaining strategic stakeholder relationships; especially in multidisciplinary settings.
