The Cancer Screening Program is part of the Prevention and Cancer Control (P&CC) Portfolio at Cancer Care Ontario (CCO). P&CC brings together cancer prevention, screening, surveillance and research into a single organizational entity, while Cancer Screening focuses specifically on the delivery of Ontario’s three cancer screening programs: ColonCancerCheck, the Ontario Breast Screening Program and the Ontario Cervical Screening Program. There are four units that make up Cancer Screening:

• Operations—supports Regional Cancer Programs to make progress towards achieving their Cancer Screening objectives and outreach to potential and existing screening participants; establishes processes for articulating, documenting and monitoring operational procedures
• Implementation – supports planning, preparation and implementation of regional and provincial projects
• Quality Assurance—reports on screening data, ensures performance monitoring and quality assurance; leads provincial implementation of Quality Management Partnership
• Program Design—develops policies, educational materials and primary care initiatives related to screening; evaluates screening programs to support continual program improvement

The Lead is an integral member of the Program Design team and plays a key role in ensuring that CCO achieves its screening-related objectives in the Ontario Cancer Plan and its annual commitments to the Ministry of Health and Long-Term Care. The Lead will support the ColonCancerCheck (CCC) organized screening program and play a leadership role in the development of policies and program design enhancements. He/she will have a strong understanding of the use of evidence in policy development and program management. He/she will also play a key role supporting the provincial and regional Clinical and Scientific Leads. He/she will support multiple, complex projects using advanced critical and strategic thinking in a fast-paced and dynamic environment.

The key responsibilities of this position are/Les principales responsabilités de ce poste sont:
• Lead needs assessments, options analyses, briefing notes, policy papers to support the development of program policies and guidance;
• Provides support for the Cancer Screening provincial and regional Clinical and Scientific Leads;
• Develops and presents material using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively;
• Brings policy and program expertise to cross-functional initiatives and working groups;
• Works for consensus and contributes to achievement of team/group goals;
• Manages multiple projects concurrently within timelines;
• Provides management and stakeholders with status updates, feedback and appropriate reporting on projects including risk identification;
• Thinks strategically and identifies risks, opportunities and dependencies across the program
• Takes efficient and prompt action to resolve problems
• Upholds the importance of core values and organizational culture;
• Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested
• Promotes team work and collaboration
• Identifies opportunities to further enable CCO and cancer screening’s goals

• A master’s degree in health sciences, public health, health administration, or epidemiology;
• 6+ plus years of related work experience
• An understanding of Ontario’s healthcare system with particular emphasis on population and public health approaches, theory and practice;
• Experience formulating policy and designing programs including assessing impacts and identifying risks is essential;
• Proven ability to successfully lead large-scale, complex projects
• Ability to mentor and coach team members
• Superior ability to analyze and define problems, evaluate options, find solutions, and make decisions;
• Ability to prioritize and manage several projects in a cross-functional team environment and to respond quickly based on timelines and project plans
• Strong relationship-building skills, with demonstrated experience engaging and building relationships and consensus among internal and external stakeholders including Provincial and Regional Clinical and Scientific Leads
• Excellent verbal and written communication skills, including the ability to prepare briefing notes, reports, policy papers and evidence summaries
• Ability to recognizes the target audience and addresses communication appropriately
• Demonstrates exceptional critical and strategic thinking;
• A strong knowledge of problem-solving techniques and facilitation skills;
• Detail-oriented with excellent organization and time management skills
• Demonstrated ability to work independently in a self-directed manner with minimal supervision
• Excels in a dynamic fast-paced environment with a degree of uncertainty, including ability to prioritize and effectively anticipate and respond to new issues as they arise
• Must be team-oriented and possess a positive attitude
• Works well with people from different disciplines with varying degrees of technical experience
